English Proficiency Level Descriptors

Listening These students struggle to understand spoken English even when the speaker uses supports such as gestures, objects, and visuals.
Speaking These students:
•speak using a few single words, fragmented phrases, and memorized formulaic expressions.
•exhibit grammatical errors that may inhibit overall communication.
•typically transfer native language sounds to English through substitution, deletion, and phoneme manipulation, resulting in mispronunciations.
Writing These students:
•demonstrate limited awareness of English written language conventions.
•are unable to write meaningful connected text beyond the level of isolated words recently learned, often with primary language words.

Reading These students:
•recognize English environmental print.
•derive no or very limited meaning from English texts.
•have difficulty decoding most grade-appropriate English texts.
